Detailed study on behalf of Oldham Metropolitan Borough Council aiming to identify how the existing library, museum and art gallery, which are housed in separate Victorian buildings, could be expanded to provide an Arts Centre that meets present day standards, is accessible to all the community, and is linked with a wider range of leisure facilities.

In addition the study considers the Council's policies on the arts, leisure and education, as well as transport in the Town and the potential for urban renewal and the creation of new civic spaces. An urban framework for the Town has been identified together with new retail and leisure sites with the potential to significantly extend the Town Centre, create enhanced land values and generate employment opportunities.
